Hells Angel leader Mom Boucher owns Montreal. Boucher contends he is bigger than the law and he's out to prove it. He draws up a hit-list of authority figures. The first to die will be prison guards. With the murders executed, Boucher has created a new level of terror. The city lives in fear. Police have one chance to bring down Boucher, they must re-recruit inside informant Dany Kane. Police have worked with this Hells Angel before but, while under their watch, Kane was involved in a murder. It did not look good for the police. But Kane is their only option.
